Why don't prisoners go through rigorous life transforming training in prisons?

A prisoner can be forced to learn and train on what they are naturally/ philosophically opposed to.

For instance,

in general, prisoners can be taught army-style discipline training, and forced to study, and sit for exams/tests.

if someone is jailed for breaking some kind of law, he can be forced to study law books and pass the law test.

and so on...

Deterrence

Rehabilitation of offenders

Denunciation ('this behaviour is wrong')

(Retribution can also be a purpose.)
